The secret of empty cans on the sidewalk

Recently, I see empty cans on the sidewalk in my neighborhood.
They are placed on trees, signs and everywhere.
In Japan, the smoking population is still high. Even though some cities banned smoking while walking on the street, many Japanese still do.
We brought ideas to the table, and this is what we came up with to prevent from littering cigarette butts and keep our parks clean.
These empty cans are used as ashtrays.
